Purpose

Residential Rental LicenseThe purpose of the Residential Rental Business License Program is to protect the safety, health, and welfare of New Haven residents by identifying deficiencies on the premises. The program will protect the character and stability of residential areas, educate the public about basic housing code standards as they relate to health and life safety issues, prevent overcrowding and improve property values throughout New Haven. A Residential Rental Business License helps assure renters and those charged with protecting the City that the licensed property has met minimum housing standards and provides landlords with consistent enforcement of codes.

The Owner; any person, firm, corporation, association, partnership and/or agent for the owner who is in charge or in control of any dwelling units is required to obtain a Residential Rental Business License.

A Residential Rental Business License and inspection of rental dwelling units are required when one or more dwelling units are rental units, whether vacant or occupied, in a two or more unit residential structure.

Process

Who is required to obtain a Residential License?

  • Two (2) and three (3) family non-owner-occupied properties are required to obtain a Residential Rental Business License.
  • Four (4) and more unit properties are required to obtain a Residential Rental Business License.

What properties are exempt?

The following residential dwelling units are exempt from the Residential Business License requirement:

  • Single-family dwelling units are exempt from the program.
  • Dwelling units owned by the Housing Authority of New Haven (HANH)
  • Properties where all tenants are Section 8 participants with the Housing Authority of New Haven (only) are also exempt.
  • Motels
  • Hotels
  • Rooming houses/Dormitories
  • Condominiums and temporary housing as defined in the Ordinances
  • Owner occupied two (2) and three (3) family dwellings

Accepted Proof of Exemptions

Photo ID that shows the property address and 1 utility bill (i.e.: Cable, phone, light or gas) not to include Mortgage, Taxes, Water Pollution, Water bill or Insurance.
