By Law, Every Contractor Working on a City Construction Project Must:
- Pay a specified minimum wage (City, State, or Federal);
- Exert “maximum effort” to reach minimum hiring goals
for minorities and women:
- 25 % of total work hours to minorities; and
- 6.9% of total work hours to women.
Before Starting Work
Before starting work, contractors must contact the CEO with:
- Your city project manager, or
- City Bureau of Purchasing staff, or
- If you are a subcontractor, by your general contractor or your upper tier contractor.
⚠ GCs & upper tier contractors: you risk penalties if you neglect to tell your subs.

When Work Starts
When work starts, contractors must do the following:
- Keep daily records of attendance, demographics, trade worked, etc.
- Daily Attendance and Work Description (PDF)
- Daily Attendance and Work Description (Word)
- Daily Gender Ethnicity and Trade (PDF)
- Daily Gender Ethnicity and Trade (Excel)
⚠You must keep the ‘dailies’ on site and available for inspection at all times.
- Submit weekly payroll reports.
- If federal or state prevailing wages, contractors must certify the reports.
- If the City’s Living Wage, contractors do not have to certify the reports.
- ⚠ Due no later than 30 days after the pay date
- In one of three data formats:
- CSV (comma-separated values)
- XLS or XLSX (Excel)
- XML (extended markup language)
