About Section 3

The U.S. Department of Housing and Urban Development (HUD) Section 3 program sets aside certain contracting opportunities for workers and businesses that are low- or very low-income, receive housing assistance, and/or live in the neighborhood of specific construction projects.

The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent possible, provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low-income persons.

If a contracting firm is owned by low-income individual(s) or has 75% or more of its labor conducted by low-income workers, the firm qualifies as a Section 3 Business. Verifying your company's status as a Section 3 Business can help you access more contracting opportunities.

To see if you qualify as a Section 3 Business, please contact the Small Contractor Development Program.
