Per CGS 8-40 & 8-41, in each municipality in the state there is created a public body corporate and politic to be known as the housing authority of the municipality.
The City of New Haven’s local housing authority is Elm City Communities. The mission of Elm City Communities is to make a positive difference in the lives of New Haven residents through the development and operation of affordable communities of choice; and provide opportunities for greater self-sufficiency.
