The Homeless Advisory Commission is comprised of fifteen members.

Members are appointed by the Mayor and must be approved by the Board of Alders. Term of board membership is two years.

The Commission works to monitor planning documents which address the issue of homelessness in New Haven, with a particular focus on the City of New Haven Consolidated Plan, the Continuum of Care Plan, and other plans which may be developed over time.

Additional responsibilities include, but are not limited to: studying the conditions of homeless persons and families, and the facilities that provide services to them; and, making recommendations to the mayor and Board of Aldermen concerning any comprehensive plans that the commission adopts relating to the provision of services and housing to homeless persons and families.
